Right. Couldn't have anything to do with things like takeout, political greed/ambition, and our inability to effectively capitalize on the monopoly we've got on internet gambling. It's people who saw an NBC interview and went 'um, that was weird.'
Regarding the rule book, you only needed basic logic, but it's not like you shouldn't be aware of the more likely rules that could be invoked. A bettor can't go 'hey what happens to my ticket if there's a dead heat for [X place]'? Really? It's not like it's an obscure point. Dead heats happen.
