It's not much, obviously, (and it's old, it's been around for some time) but I think it clearly paints him as someone who considers himself above the law. And if the little people want to hassle him, he'll just buy them off.
Sorta like if I were stopped for speeding, and told the officer to give me the damn ticket, but I'm still late to get the kid to his soccer game, so of course I'll keep speeding. Much more telling about the man than "dog strapped to roof of car". I used to think that if Romney won, big deal, he'll just be an average, nondescript president that wouldn't do much harm. But now, especially with his lack of standing up to the crazies about getting rid of his gay foreign policy advisor - he's not got any spine at all. He's bought and paid for, through and through, and supports that system.
