First of all when a trainer signs the back of their stall application they are agreeing to allowing any state testing, searches etc. Second it's mandatory that all horses that are entered report the stall number. It is also mandatory to have a large red sign that state "horse is entered today" outside any horses are running. We've, along with most trainers, have had the same testing and have not inncurred any problems.

All those rules are good and seem easy enough to follow. But in a sport where people will allegedly use cobra venom to get ahead, you would think that the procedure to test horses would be a little more in depth than trusting that all the right horses are in all the right stalls.
