I actually don't think this is the worst idea ever, but there are flaws to it, especially if you think marijuana should be legal. If you're using your welfare money to buy crack or meth...yeah that's a problem. But if you really do require assistance, use the assistance responsibly and take a puff or 2 off a joint at a party I don't see what the big deal is.
