It seems strange to me having long been involved in Animal Rescue, fostering, evaluation and adoption that there are not more people screaming about this. I can't find anything on HSUS or ASPCA's sites about TRF and this situation and they would definitely be the first to start the campaign against TRF. PETA doesn't count and I haven't looked there but those people are nuts, they'd scream if you didn't pet your dog as often as they would like.
The red flag for me was that only 2 farms were cited and one actually locked TRF out until they said they wouldn't prosecute for the condition of the horses. I've seen this before and the people that locked out the agencies that were funding them did in fact end up prosecuted for animal abuse and neglect. In fact they were hoarders. One was actually a horrific case, she went on the lam for awhile, was apprehended and is currently serving jail time for a long time. All of this was done in the name of being an animal rescuer.
I think TRF does need to do some cleaning up in where they put their horses and more inspection of the properties where they place their horses. But you can't always control so called 501C3's that will foster abandoned/retired animals that no one wants. On paper they pass all the checks and then something goes very, very wrong. Looks like a smear campaign to me but it will make TRF more diligent in their placement
