Take a deep breath, Joey. It doesn't mean what you say, above.
It just means
the obvious - that we won't know exactly what's in the final bill, until it's gone through all the reconciliation between House and Senate. There is still push for a public option in the House, etc.
It doesn't mean the House and Senate bills are "not understandable".
