They have extra whips should a problem occurs and they should be held partially responcible for giving her the incorrect equipment. The track itself failure to supply proper equipment must be considered in the ruling. To me its like when the ref blows the call, sorry we did but you can't change everything back. Yes but...
Isn't she responsible to know the rules and know the equipment of her own craft? If she got handed an incorrect whip, she should have known enough to hand it back?
