With the original Beyer scale, the spread between the two would be five points. The 99 seems generous for sure, and that is with the "synthetic friendly" Beyer speed chart. Using that chart there is probably a 6 points spread between the two races using raw times. Of course, the 9th race went nearly 3 seconds faster to the 6f mark.
