100% oxygen (not room air, which is 21% oxygen) is a drug just like propofol or codeine or an antibiotic. I can easily kill you with 100% oxygen

Unlike NYRA, I'd be more worried about someone blowing out a bleb in a bleeder's lungs, or causing severe pain in an undiagnosed tooth abcess, or hurting a horse with an impacted gutteral pouch or a sinus infection, rather than if a horse had a hyperbaric treatment on race day.
Apparently nobody has shown the NYRA an oxyhemoglobin dissociation curve, regarding the duration of effect of increased plasma oxygenation?
