Good luck with that, given the infamous "medical marijuana" case:

it's legal due to the 1992 act... just like the online racebooks are basically all out of Oregon, due to the same 92 law. Since Delaware is one of the 4 states that congress has already said could pass a state sports gaming law, no extra approval of congress should be needed. Only state approval.
