I'd go for making them half. I do think it should have been stopped by the FEDS(matter of fact they were told about it, and did nothing.) I don't believe in fully returning all the money, but a full stiff job doesn't help our long term goals either. They need to take half the hit, and the rest should be picked up by a Gov't that was not doing it's job.
