the frequencies used and other technical aspects are classified but the existence of the program isn't. it's kind of hard to completely hide something that big. even in the 90's when some of the concept's being used were new, you'd be surprised what wasn't classified. i can tell you the towed array was liquid filled and didn't float. and that was brand new back then.

the retrofitted oil driller i was on was run by raytheon (big defense contractor). most of the time there was no one from the navy on board. you had a lot of ex-navy sonarmen hired by raytheon for the program. the concept was "proved" on the smaller ship and then raytheon received the contract to build the behemouth's pictured.
