In all honesty, I talked to a guy last summer at a meeting from a UCLA Problem Gambling Research Group, and he said that they don't spend much time or effort dealing with horse racing issues. He said that there are far, far more problem gambling issues with lotteries and slot machines, and that problem gamblers in racing are generally into greyhound racing, because more people play that like lotteries.

I was surprised, though, to not find anything in the "agenda" of the group StopPredatoryGambling.org regarding racing, which only supports the contention that less problem gamblers are into racing.
