Its okay if you have a horse you really love and would normally bet to win in the very last leg. You can potentially turn a 3/1 shot into a 7/1 or 8/1 shot making this bet and it isnt hard picking a horse to finish 1-2-3 in the previous 3 races. But I'm not too crazy about this betting proposition.
