The "monitoring" was proposed in SAISD, a diff. school district composed of
a large population of eco. disadvantage families. Tough district. I did not know if they had implemented it. Once on the edge of getting taken over by the state because their board was so corrupt. It happens with very little parental participation.

You can get elected to the board with 200 votes and then
give the food contract for the district to your cousin and receive a
kickback. Very frustrating problem for big urban districts.
