This is probably his quest to have TCO2 levels for all horses publically reported.

He's said on his list that Dr. Rick Arthur (California) has given him copies of TCO2 levels for horses tested in California, and he's requested that info from other jurisdictions (KY, NY, etc).

On his list he's said he believes that TCO2 levels well below the established illegal threshold moves horses up lengths and is performance-enhancing.

He's said he wants TCO2 levels published and public for every horse, every race, so one can identify the average levels for individual trainers (to identify "move-up" trainers).

He thinks that the currently established world-wide TCO2 overage levels should be lowered markedly.
