In that article in mentions that it was created to thwart "private bookies" in 1970. How much of a problem was that before 1970?-and compared to now?

Personally I think y'all need an off-course tote monopoly and on-course bookmakers.

Down the Australian route rather than the British or Irish-but tracks could take a leaf out of the British book and have a pitch auction. Everyone wins. Entry fees to tracks stay low. Thousands of bettors will return to the tracks....
