Seriously, nobody who isn't already a fan of racing has any idea who Cigar (or likely, even Citation) is, and those who do know them aren't going to compare PP with them. I think it's kind of neat, and makes for a fun article in BH every time she runs. And who knows, it may get a few more people to the track when she's running.
(Besides, doesn't Silent Witness REALLY hold the modern-day record with 17 wins? I bet he'll be really pissed if she passes him.)
