To be fair, you have given one instance. You might be right, you might be wrong, but you can't say for sure it is the trainers fault after two horses he has trained have 'gone wrong'
Hundreds of trainers would probably have done the same thing as Cruz did with SW. I very much doubt any trainer (well, maybe i can think of one or two) who would continue to train a horse if they honestly thought the horse was suffering from something.
