Well you might not steal something and still get punished.
Look, it is pretty clear the rule of law does NOT apply in many countries
Islamic and otherwise. Lawyers and judges from other countries interested in studying constitutional law dont go to Saudi Arabi.
When you say they have rules, its not the rule of law.
Heck we have had enough trouble with the rule of law
in this country with the current administration making up
rules as we go along concerning enemy combatants and then
friggin Supreme Court "wanting" a case and then later retreating
from it in shame.
