Well,if the majority of people in a state don't care about a citizen buying a 100 rounds of hollow-points,then that's a Hillbilly State.WOULDN'T YOU AGREE? Some of these people would have survived if he had been forced to use less lethal bullets.There is no excuse for this part of this scenario that took place.You wanna say he slipped through cracks?
