I am licensed in NY and as I recall (it was 5 yrs and many brain cells ago), I just had to fill out the paperwork (they ask for horse's names, % of ownership, and trainer's name), get fingerprinted and pay them the $$.
Each year after your initial application, the renewal process is quick and painless. I don't know if the process has changed since I originally was licensed.
