The ban is not simply for making a mistake but for costing the bettors (i.e., those funding the sport) what they deserve. Unfortunately, mistakes come with consequences, although it seems American culture nowadays tries their best to turn a blind eye to it as much as possible. Steve may be happy because he cashed on the 7, but let's not forget that someone missed out on a single ticket P6 score. Perspectives might be different if the roles were reversed...

If it keeps happening, then any measures in place to prevent it are not sufficient enough, if there even are any in the first place. There is a big red marker placed at the 1/16th pole during first wire finish races to indicate the finish line. Is it that complicated to put a big green marker with writing in big letters "THIS IS NOT THE FINISH" for second wire finish routes? I don't know if it's even a good idea or how it would eventuate in practice, but something has to be done. I lost out on a 25-1 shot two years ago because Deshawn Parker thought it was a second, and not first, wire finish.
