Cal, your description is 100% correct. It seems to happen frequently at NYRA tracks for some reason, especially during the Aqueduct winter meet. What also happens is that horse that ends up on the bottom of the exacta does not get a place payoff, since the entry took all of the place payoff.
A wagering situation that I have found can be profitable is a situation where the entry has been made the betting favorite in the win pool and where both halves of the entry appear to be contenders. I've often played the entry to place and have been happy to see the entry finish in the first and second positions. When that happens, the entry gets the only payout from the place pool and that can result in a place payout that might be a little bit higher than the win payoff, with much less risk involved.
