I'm still trying to find anything about this from the PA State Racing Commission. (Interesting name because PA is not a state but a commonwealth) The only think I could find was that an ADW must be approved and pay PA 10% of their handle from PA residents. My pal tried to sign up for NYRABets and was told no. He also tried TVG, who told him he couldn't have full TVG, but only pabets.tvg.com. That is a restrictive subset of TVG and offers less promos and virtually no rewards, plus no GB racing or HK.
My guess is that the handle cut is the issue. XPressbet wzs already in PA at the Meadows, so I assume they just spread the coverage of these restricted products. XPressbet is an upgrade to TVG as far as coverage (but no HK anymore). I'm not sure NYRABets is even available outside the 35 mile track radius.
DRF Bets is just a storefront and is really Xpressbet. They have all the software in place to give PA horsemen and state their cut.
So it looked like a good thing and might turn out to be only marginally so.
So not only does PA have the highest takeout on bettors, it probably has the highest takeout on ADWs too. An unfriendly place for the horseplayer.
