I suspect a trick question. The short answer is that Kamloops right now is 2 hours earlier than Bogota, Columbia, so it would be 6:00 in Kamloops.
Long explanation is that Bogota and New York are in the same time zone of Greenwich -5 hours, while British Columbia is Greenwich -8 hours. Unfortunately, Bogota and New York are not the same time right now since Columbia doesn't use Daylight Savings Time. If your hypothetical post time were in December (a scary thought in central British Columbia), then Kamloops would be 3 hours before Bogota.
Better yet, let's get there early and watch morning workouts, then have breakfast. That way we can't miss the first race.
