except it really doesn't matter the more I think about it.
trainers have friends in high places, the owners. along with others in the industry. so, when someone breaks a rule, they all defend said trainer. he would never, he's a nice guy, etc. so, the supposed powers that be really don't do much, because they don't want the owners to leave the game, thus taking away their money. so, they don't do anything.
so, why bother with the testing and other protocols? just say, forget it. because they spend time and money, and pretend to want to change things....but only some really want to change it. plenty of others want to win at all costs, and they have the money and power.
but hey, let's all bash on Lasix, the poster boy of drugs...while turning a blind eye to horses mysteriously developing medical issues, dying in a trainers barn at a high rate, etc. nothing to see there, move along.
