Will the OTB branches and phone-a-bet service @ Capital OTB be running today?
I'm sure most of the branches will be empty, but hopefully the phone-a-bet will be running.

Offices are open. Branches are "open" but at the mercy of ability of staff to get to work. Phone a bet is open.

I've made inquiries for you. No one answered the phone in Marketing, which apparently is the origination point of the pp's sent via email. Possibly no one is there, though I don't know. They are in Albany and I'm in Schenectady.
