?Disqualifications and para-mutual payouts?
 
If the stewards find a reason to D.Q. a horse and change the order of finish,
should it only affect the purse payouts and not the para-mutual payouts?
If the offense is only marginal and really did not affect the outcome of the race, why punish the bettor and just change the purse payouts and discipline
the jockey? Any thoughts on this subject...

I don't quite see your point Hickory...

If the stewards see fit to make a DQ, then they feel a horse won the race unfairly...why should the bettor cash a ticket on a horse who won unfairly? How is it any different from the owner/trainer/jockey cashing a check on that horse?

DQ due to an on-track incident should involve purses and payouts as it does. If a DQ follows due to a drug test or off track reason, it is impossible to change the payouts to bettors after the fact.
