What date did the new law come in effect for the IRS claims?

November 14 for compliance but most processors were ready immediately after the OK 4 weeks earlier.

is it also true that the non complaint processors at the time that were not set up yet but had us file the form would be changed as well? I had a signer under the old rules but the set up at Emerald Downs was not in place yet, but was told not to worry. Am I in the clear?
