Novel, Libertarian approach to city financing. Instead of simply raising taxes, they have decided if you want civic events like a holiday parade or fire works, then citizens can donate to pay for that specifically:

Yes, but note this is for holiday parades. I doubt it would be workable for fire and police protection, and sewer and water ;)

That does not mean that we have to pay someone 3/4 of their bloated salary for the rest of their life to perform those services.

First, I don't think police and firemen are overpaid in the least.

Secondly, yes, I believe that offering employees benefits such as health care, 401K, pensions gets you better employees wanting to work for you.
