But at least it's consistent with 'cash for clunkers' where car and truck engines were purposely and permanently destroyed.

Besides licensed contractors would have done the job right the first time. This way using idiots the job could go on indefinitely. Tax success and reward failure.

every field has people who are in it for the money, and don't really know what they're doing...

the better question is why is the govt providing work on homes free of charge? no wonder we're broke.

Because some people (President and Riot) for example believe every dollar spent comes back with a 50% premium. That's why I suggested hiring incapable workers. An infinite job returning 50% doing nothing is gold! Or a scam if you're too simple minded to understand magic.
