Can someone who knows more about this than I please explain how the handle relates to the bottom line? MP handle was $477mil. I assume that is before the takeout? How much did the state get?

"A commission under Republican Gov. Chris Christie said this year’s Monmouth meet will lose about $6 million, though it offered no specifics on how the figure was derived."

Would the state really be willing to give up that money over a $6mil operating deficit, which is, most likely, a product of creative accounting?
