I think he should be if you compare him to many other WR's already in. But the football HoF process is completely convoluted.

On another note I heard hawk harrelson say on a White Sox telecast that Omar Vizquel was a first ballot HoF'er. I know Hawk can say stupid things but the matter of fact way he said it surprised me. I dont think Vizquel will get in and if he does it will be after a long wait. The only thing that may artificially help him is that he will be perceived as not being a steroid guy.

I think he deserves it

I say no. The HOF at the wide receiver position can no longer be based on #'s. The game has changed too much compared to previous eras. The rules have all been slanted heavily towards the passing game. He was a very good player but did not out class enough of the receivers from his era.
