Purse pay-outs
 
Do the tracks pay the purses to the owners only and the owners pay the trainers and jockeys are do the tracks pay rhe purses split up to the owners trainers and jockeys?

Track deducts jock fees from earnings and pay the riders while the remainder goes to owners who then pay trainers.

My question is how, with these asst trainers standing in for the main man, does thye tracks and or various jurisdictions have any control over the suspended trainer money comming from the owner. Sounds like thes penalties for wrong doings are nothing more than a fine and paid vacation than anything else.

In theory the racing commissions do

But since most commissions seem far more interested in making sure that owners get fingerprinted than policing the sport, you can imagine how effective these rules are.
