I really didnt know either but I heard them say 3 people abstained from voting on the broadcast

This is silly............If the voter couldn't decide, if one was more deserving than the other, abstaining is the correct choice. My guess would be if they filled out the remainder of the ballot and left HOY blank that would constitute abstaining. The no vote could be no ballot at all?
