I am watching ABC News now, and they just said that Blago(IL Governor) will ASSIGN the next IL Senator?

Since I don't know, I'll ask. I saw that Biden won his bid for his state's senate seat. Since he's been "assigned" to another job, who gets his seat and how is it determined? Does his governor pick someone also?
