2'nd race Saratoga. No AE?

The #8 scratched in the 2'nd race. Can anyone tell me why an AE didn't get entered?

On the Siro's show, there was a discussion about how the trainers of the 10 and 11 were desperately trying to get their horses on the turf (without much success due to the rain).

End result: 7 betting entries.

Why 8 as the limit on the turf?
