Can someone explain?

Can someone explain what an "Average net purse value"is and how it can be used?I see this chart in DRF all the time.Is it just for track to track comparison?

I believe that it is an average of the allowance purses at a particular track, and is published just to give an idea of the relative purse valuations of the various North American tracks.
