OK I got it figured out. A "great" horse is one that can run within 20 lengths of Secretariat. An "all time great" horse is one that can run within 10 lengths of Secretariat.

I haven't read the whole thread and someone may have said this, but to paraphrase Justice Potter Stewart, I can't define what a "great" horse is, but I know it when I see it.
