I love this idea.

You wouldn't if you paid your money to have your foals and stallions properly nominated and then someone who doesn't gets a free pass. Pretty soon more and more people would not nominate and just roll the dice that the horse will qualify with a WAYI race.
If they wanted to change the program to allow southern hemisphere horses to be supplemented at a reduced cost, thats a different story. But dont forget where the BC money comes from.

Why don't they move the date of this thing up by one month.Seems like the weather(in general) is much better in late September/early October.
