I guess you haven't been following the theme of every Riot related post...

You know 2% of welfare people tested positive and 9% of the general population tests positive so...it must be a GOP scheme!

Because as I said everybody knows that low income area's where people on welfare are likely to live have no issues with drugs.

They are testing welfare recipients for dependency on drugs.

Welfare is itself identical to a drug that causes dependency.

I actually don't think this is the worst idea ever, but there are flaws to it, especially if you think marijuana should be legal.
