To be fair it was a double entendre and it was intentional. It is effective in rhetoric because when the oppo bites they reveal subconsciously that what they're doing is wrong and it can lead to what they're assuming.

Government has been a failure for decades and she's been a big part of that failure yet Trump somehow is less qualified than said failure due to a couple casinos going bankrupt (mostly due to failed government overreach). If she wins we deserve to be taken over by the Chinese and Russians. She's weak and a proven buffoon. Won't stand a chance against those regimes...especially if they're united.
